Based on your examples i’d say yes but it would seem as a wrong move, politcally speaking that is. Mexican immigrants for the most part cant vote so even if she has their support it wont help much. but that isnt enough by doing that she may be adding some enemies to herself, like highschool drop outs or low educated people in the south that dont like immigrants… which CAN vote. Personally i think she is making a mistake by doing that

Well, yes. First of all, the article never mentions that Mexicans made her win by 64%. It just says that the percentage of Hispanic voters as a whole who voted for her was 64%.
And yes, like it or not, Hispanic residents who can vote have the same rights as an American citizen, therefore it is a minority group which has to be served by the President.
