Like California designing an absentee ballot that weighed 1/4 ounce more than a first class stamp covered. Any ballot without the proper postage was disqualified.
My favorite is throwing away ballots mailed from Combat zones because they had no Stamp.
How about requiring College students to confirm their address by mailing them a questioner during summer break when 90% were out of town.
